The European Bank for Reconstruction and Development was founded in 1991 when communism was crumbling in Europe and ex-Soviet countries needed support to nurture a new private sector and democracy. Today we invest to help build market economies from central Europe to central Asia and the southern and eastern Mediterranean. We are now the largest single investor in our region. The Bank wishes to engage a consultant (“the Consultant”) to develop and deliver an effective programme of gender and economic inclusion policy engagements.

Supporting Gender and Economic Inclusion Policy Dialogue and Private Sector engagement in the Maghreb (Morocco and Tunisia)
Event Description:

The expected outcome of the Assignment is as follows: The Bank wishes to engage a consultant (“the Consultant”) to develop and deliver an effective programme of gender and economic inclusion policy engagements and to support Building Back Better and deliver the inclusive components of its COVID-19 recovery and other priorities set out to respond to the challenges created by the War in Ukraine for EBRD in the Maghreb (Morocco and Tunisia) (“the Assignment”).

Start Date and Duration of the Assignment: The Assignment is expected to start at [01/07/2023] and has an estimated overall duration of 24 months.

Event Cost Estimate: EUR 106,900



Supplier Profile:

EBRD intends to select and contract a consultant (the “Consultant”) with the following resources and/or expertise:


At least a Masters Degree in Economics, Business Administration, Gender and Development, Public Policy, or a related discipline.

At least 8 years relevant experience in the subject matter and in the Geographical Region related to this assignment.

Demonstrate relevant experience in a partner organisation.

Demonstrated experience and leading role in gender and inclusion public policy engagement for private sector development.

Experience in promoting gender and inclusion in private sector projects.

Good writing and presentation skills are an asset.

Fluent in French or English with a solid knowledge of the other.

Knowledge of basic computer skills, including Word, PPT, Excel and other office software.
